FOIL Requests for White Plains Police Records

New York's Freedom of Information Law provides public access to government records based on a presumption of access. All records are available unless specific exemptions under Public Officers Law ยง87(2) apply. The White Plains Department of Public Safety follows these rules for all public records requests.

The department's Data Management Unit processes in-person and written FOIL requests. For records denied at the counter level, submit a formal written FOIL request. If that is denied, appeals go to: John Callahan, Corporation Counsel, 255 Main Street, White Plains, NY 10601. The Corporation Counsel has 10 business days to respond to an appeal.

Copy fees at White Plains: $0.25 per page for photocopied reports and $25.00 for audio, photo, or video data on CD or DVD. Digital downloads of accident reports cost $10.00 through the CARFAX portal. The department acknowledges requests within five business days under Public Officers Law. For more information about FOIL, the NY Department of State's Committee on Open Government provides guidance at opengovernment.ny.gov.

It is recommended that you download digital reports to your personal computer for future reference. Once you have the link and access code, save the file immediately in case the link expires or becomes unavailable later.

Types of Police Blotter Records in White Plains

The White Plains Department of Public Safety maintains records across several categories. Here is what is available and how to get it.

Accident reports are available online through the CARFAX-powered database, 5 to 7 business days after the incident. Download fee is $10.00. In-person copies are $0.25 per page. Search by last name and date of accident. If you are involved in an accident in White Plains, the officer at the scene should provide you with a report number.

Non-accident police reports are available through the Lexis-Nexis Request A Report service or in person at the Data Management Unit. Requests go through a review process. Requesters get a disposition email within five business days for online requests.

Incident and offense reports cover calls for service across all crime categories. Parties directly involved can request copies at the Data Management Unit with valid photo ID. Third parties typically need a formal FOIL request.

Arrest records are public after charges are filed. They document the charge, booking date, and defendant information. Juvenile arrest records are restricted by state law.

Multimedia records including body camera footage, audio recordings, and photos are available at $25.00 per CD or DVD through FOIL. These requests may take longer to process than standard paper records.
